Well Done Civitas…

Civitas (not sure who/what they are) say that the Police are targetting trivial crime.

At last, someone has seen the light. The only problem is, most people are going to think it is the officers on the ground, who are leading this charge. There might be some, but all I can say, is that the vast majority of us, would much rather be doing some 'proper' police work, instead of investigating trivial nonesense.

There are two sets of people to blame for this. Firstly, the modern generation, who will report all manner of trivial nonesense to the police. I have a cunning plan to put a stop to this. All citizens, should be entitled to 3 free call outs in any one year. After that, they should have to pay for the police/ambulance/fire/doctor/social services time. In the Police's case, if the person's call results in the conviction at court of an individual, then they will be entitled to a refund, otherwise £60 a call out and £30 for every half hour spent dealing/investigating. That would stop most of our regulars wasting our time!

The other set of people are the government and ACPO. Since this govt, introduced the ethical crime recording standards, in it's relentless quest for meaningless statistics, then the police are duty bound to record all the trivial nonsense that the first group report. The problem then arises, with ACPO. They too, love statistics, the most important of which, is the detection rate. They don't like having undetected crimes on their books. So, if you have to record trivial nonsense, then you will need to investigate and 'detect' it. Hence, why it appears that the bobby on the beat, is chasing easy detections.

I don't think we can do much about the first group, well, not in the short term anyway. However, we can do something about the second. Either, scrap 'ethical crime recording' and go back to allowing officers to decide if a crime has been committed; or, record the trivial nonsense, but in a different category to 'proper' crime, and don't waste time investigating and trying to detect it.

Target profiling

No matter what the Police do, someone somewhere is going to be offended, aggrieved, persecuted, upset or discriminated against in some way. In short, we’re damned if we do and we’re damned if we don’t, so most of the time we crack on anyway after lots of checks and rechecks to make sure that the action to be taken is proportionate, legal, accountable and necessary. We then take the flack later and deal with it. One of the extremely hot political potatoes of late has been concerning the use of target profiling to identify and deter suspected terrorists or criminals.

My view on the subject is this – if we have an identified threat from a specific group or gang then we should target them with aggressive intelligence gathering, stop checks and arrests in order to disrupt their activities and identify and prosecute where criminal offences have become apparent. This way the vast majority of the public will not be harassed and they will see that we are tackling problems that affect everyone. By making an environment too hostile to operate in, the targets (or potential targets who see a benefit in crime/terrorism) will then move onto a softer option elsewhere. The better result is they hopefully decide that they cannot comfortably work anywhere and that the risk of capture is too high to justify the act, so they quit and do something else instead, like become a politician.

Take for example, a group of criminals using mopeds in order to quickly enter and exit a given area to commit burglaries at specific types of premises. This tactic is by no means new, as most Police pursuits of mopeds will be cancelled if there is an element of danger. You only have to watch Road Wars or Traffic Cops to learn that riding on footpaths, no helmets, lots of pedestrians etc fulfil this criteria, then that particular form of transport becomes desirable for committing crime as you can use the things virtually anywhere.

In order to deter criminals from using mopeds to commit the types of crime that we KNOW they are being used for, we could do one of three things. 1) stop everyone from using mopeds, 2) randomly check any moped rider whether or not we believe that they could be a suspect or 3) target specific riders based on intelligence such as age, clothing, behaviour, time of day or other known elements of their MO (modus operandi or method of operating)

The first option is unfair, disproportionate to the problem and will alienate not only those who do use mopeds and don’t commit crime but those who think it’s unfair to target everyone to eradicate an extremely small minority even though most people will never ride a moped in their life.

The second option is equally unfair and could be considered a complete and utter waste of time as it would appear you are merely stopping people who you don’t suspect to be a target in order to balance the books, they will also generate plenty of responses from innocent parties along the lines of “do I look like a 15 year old burglar?”

The third option is the preferred choice as it gives a higher potential hit rate for stops, it is fair and proportionate to the threat, it also has a higher potential for success as it narrows down the target profile significantly.

I think most will agree that sending police officers out in high visibility jackets and vehicles to randomly stop vehicles and people who they don’t even suspect are related to the crime, in randomly picked areas, is an absurd waste of time. The people and vehicles stopped would be searched and personal details gathered for no reason other than it is believed that random checks have at some point deterred a suspect from committing a crime and it is therefore a valid tactical option.

The Police officers will be well aware that they are doing nothing but filling out forms for forms sake as well as getting on peoples nerves for making them late for work/college/pub needlessly. Even if the senior management maintain that doing random checks on random people could possibly maybe perhaps deter someone from committing burglary in the area, everyone feels that resources would be better used in specifically targeting the actual suspects instead of everyone else.

This is what currently happens with stop searches under Section 44(1 & 2) of the Terrorism Act as we are told “no one knows what a terrorist looks like, they could be anywhere and everywhere so don’t stereotype people and check anyone and everything” The Police officers cannot refuse a lawful order as the legislation is designed to be used to stop anyone and everything in a given (large) area and time frame, so legally there is nothing wrong with the order, as rediculous as the action may be.

During the IRA/RIRA/PIRA campaigns in the 80’s and 90’s, if you were a white male or female in your early to mid 20’s, had an Irish accent and people didn’t recognise you then suspicions would have been raised. If you were in an area where no Irish people lived or gathered then the chances are that you would have been stopped and searched. When I was a kid we used to have TV broadcasts on the BFBS (British forces Broadcasting Service) telling everyone to look out for exactly that profile and to report them to the Royal Military Police, because that is where the threat came from at the time. If you were black, Chinese, Asian, Fijian or Arabic, not many people would have suspected you of being a member of the IRA, again because people from those ethnic groups were not at the time considered to be involved in the threat.

Searches under the ‘Sus’ Laws and later S.1 of PACE still happened because they could however I very much doubt that anyone of those ethnic groups would have been told that they were being searched because the Police officer thought that they were members or supporters of the IRA, unless the police officer was conducting a questionable search and used that as an excuse for it.

In the UK the current threat from Al Qaeda and affiliated groups is real, there are literally thousands of known or suspected members or supporters. On the news a few weeks ago Sir Ian Blair stated that several credible plots have been stopped and hundreds of cells are being tracked by the security services which is causing a nightmare for resourcing personnel. Using all of the current intelligence, the Security services are able to build up a profile based on background, beliefs, hobbies, friends, activities, web browsing, habits etc which give indications as to whether or not a person who fits that specific profile is deemed a threat and worth investigating.

Profiling has been used extensively by countries such as Israel on their national airline El Al. Along with increased security such as covert and overt air marshals, it has been used to good effect. They use profiling at borders and stop checks and have stopped attacks by doing so. The fact that they continue to be attacked and that the terrorists change tactics shows that profiling works as the enemy has to change continuously. This takes time, and subsequently gives their security services a chance to gather intelligence and reassess the threat.

Given the current threat I do not believe that it is proportionate sending officers to tube stations, bus stops or crowded places to search randomly selected people, just because some believe that using profiling could be seen as stereotyping or discriminating. Searches under S.44/43 are extremely random and virtually pointless, I have only known of a couple of arrests for specific terrorism offences while doing S.44 stops in groups or as tasking. There have been plenty of arrests, however they have been for other criminal or traffic offences after hundreds of random stops.

There have been many instances where the people stopped and searched have been so far removed from the known terrorist threat that is has been laughable, and yet we are still told that randomly stopping vehicles and people is a valid tactic as it “keeps them on their toes” and that we should not use any form of target profiling.

A Different Perspective.

This thing that MHM drives about is swerving sharply, slowing severely, moving off quickly, cornering with a real purpose. The blaring sounds of the wailing thing is accompanied by the flashing blue things that hurt my eyes. I am being thrown about from side to side. It is enough to give one a bad head. How do you humans think with all this noise.

The sounds of humans shouting on this thing that MHM calls the radio, or the big air, is deafening. People are in a high state of excitement. It appears that some of the others who wear the similar cloth to MHM  are hunting. They are chasing and MHM is also in on the hunt. He is hoping for his own hunt. I am hoping for my part in this. I just know there is a chance when this sort of stuff happens. I begin to bark to tell MHM that I am ready. Just let me out.

Still it goes on. Stop, start, turn around and head off somewhere else. Stop again. The noise, the lights, this must be one hell of a chase.

Suddenly we are off again, this time fast. This time is different. MHM is shouting into this radio thing. His excitement level is high. This could be it. 

We stop with a sudden and screeching halt. MHM is out, I can hear him shouting at one of the other hunters. He must be asking them to let me have a go. I can do this better than any of the humans.

So many questions. Why does he waste time with all these questions ? Perhaps they are important ?

MHM runs back to the van and I hear the chink of the buckles. We are going hunting. We are going tracking. I can’t wait.

I am out, on the ground and I begin to sniff the floor. MHM struggles with me but gets the harness on. Just let me go, I can do this.

We are on tarmac, there are white lines. There are smells on the ground. There have been more than one human this way. 

I follow the smells of the humans. One is different. It is the smell of the chase. The smell of fear at being caught. The smell of unwashed clothing and body odour. I can distinguish this from the other humans scent. I follow from the tarmac onto to concrete pavement and through an opening into the grass at the front of a human den. The smell comes back onto the concrete ground and continues away from where I started. Now there is only one smell. The smell of my prey.

I continue to follow this smell along the front of a line of human dens. The wind is from my side and the scent of the prey is carried through the gaps into the front cover ares that front the dens. I can tell that my prey is not in these areas. I check one, then two, then three, four and five have barriers. Six and seven have no barriers but there scent is not in areas of cover. Eight and the scent goes through the opening and into an area of concealment. This is not a good place to hide.

I can smell my prey. The breeze spins of the front wall of the den and he is in there, trying to be invisible in the undergrowth. I can hear him breathing. I can hear his heart beating. He is mine.

Before I bark, I growl to let my prey know that I am there. I begin to bark because that is what MHM has told me I must do. MHM begins to shout at our prey telling to stay on the floor. Suddenly there is a flurry of noise. Humans are moving about inside the den where we are. Humans are running nearby, they are approaching. The noises of their radios tell me they are friendly. I tell them to stay away as I have not yet finished. There may be a threat. There may be an attempt to escape. As our prey crawls out from his futile attempt at concealment MHM shines his bright lightstick into his face. I don’t know why he does this. I want to see him, to see him looking at me. To see his eyes. His eyes will tell me his story, will tell me lots of things. Now he will see nothing. I can smell it but cannot see it in his eyes.

Some of the other hunters arrive, I tell them to keep away, this one is mine. We have hunted and MHM has given our prize to the other hunters. Without me they would not have found him.

I go into the bushes, into the hide and there are other things. They smell of our prey. I lie down and await the appearance of MHM within the bushes. He seems pleased, but not as pleased as just now. He talks to one of his friends and we return to where we began the hunt.

MHM begins to scratch things in the front, talking to himself as he does so. The radio thing is very noisy. I listen to the voice and it is clear that we are off for another hunt. Perhaps I will get a better chance next time. Suddenly the lights and noises begin and we head off.

I hope I will get a better chance next time.

Sign of the Times.

To the world, the disused railway bank is empty and calm. No sign of the hell to be soon unleashed on its sun baked weeds. I’m well hidden here,  entrenched on a verge, head deep in the undergrowth. My chest heaves and all I can hear is my breathing, my heart pounding as I try to silence my body. The smell of the reed-grass redolent and rich as it tickles my face.

I chance a glance to my right and Vince is there too. Red faced and puffing. The crawl from the rendezvous point was exhausting and hot. He’s lying flat, his cheek pushed into the dry earth. I place a finger to my lips telling him to stay still with nothing more than an indication.

We can’t see them, but just over the ridge they lie in wait, just like us. I know they are there… I can sense it. Deep in the grass, waiting for the first sign of attack.

I signal to Vince…. ready? He nods in agreement, and passes the nod down the line to Peter and Clive who are crouched behind the trunk of a great Oak bristling with rich green leaves.

I lift my gun, I don’t know it…. but I will, one day…. its a Heckler and Koch G3, designed in the 50′s by the Spanish. Vince has a Famas, 1946 design famed by the French Army for decades…. Peter has a Remington bolt action single shot rifle and poor old Clive is holding a stick.

I pick myself up and sprint to the top of the bank, weapons to bear as we spill onto the old railway line in a single line….shouting as I lead the charge, running hard and leaping over the edge without fear…. and we have them…. five prostrate forms in the undergrowth…. the look of surprise as we unload bullet after bullet into them… slaughtering them with round after round… the mid-day sky shattered with the chatter of machine gun fire and explosions!

“Piow, piow!” I shout, closely followed by a rasping “Brrrrraa! Brrrraa!” as I fire round after round into a hapless Stuart Robinson… a German for the day. Yesterday he was an American just like me. I look at Clive who lobs his second invisible grenade, the explosion is huge and Paul Smith and Jason Durkin play along, leaping up to their feet the hurl themselves back down again in a faux slow motion death, rolling down the bank faster than their tears of laughter on their cheeks! Clive finishes them off with a few dozen rounds from his stick as we retreat back up the hill. We don’t take prisoners. We execute them all. Victorious again, the battle for Dead Frog Hill is over and the Americans, although we were a warrior short with only four of us, win the day! I’m 10 years old.

30 years later, I’m sat in a car waiting for a Duty Officer. The call sounded so bad that the Armed Response Unit have been called and they are on their way. That might be my future, but for now I have to form an RVP, obtain Tactical Advice, and begin an Armed Operation Record. Then the tell-tale clue comes in. Updated intelligence on the man in the park with a MAC-10 machine gun. The man is not a man at all. He’s an 8 year old boy.

I make a judgement. I decide to drive into the street.

“Do you know where Johnny Blogs lives?” I ask an inquisitive group of 9 year old Ronaldos.

Then I approach the house where they pointed. I two storey new build in sand coloured brick, heaving under the weight of the satellite dish.

Sandy answers, and I ask her to fetch little Johnny home.

“Why” she says,

“Cos he’s waving a MAC-10 at people”

“Whats a MAC-10″

“It’s a gun”

“Oh its plastic”

“I guessed that, can you get him or not?”

She phones him on his mobile ….. 8 years old?…. a mobile? oh well.

5 minutes later, still no Armed Response, in comes little Johnny, a MAC-10 held gangsta stylee in his right hand. I explain our call to all.

Then I hear Grandma before I see her. Walking in the back door.

“Fackin old Bill! They Ave fack all else to do, so they make a facking song and dance abaht a kid wiv a fackin shoota from the paaaaaarnd shop!! what a bunch of wan….”

She stops as she enters the room. Because I’m holding a MAC-10 up towards her.

“Fackin ell!” she yells eloquently. “You nearly killed me there of an ‘art attack”

“Well you bought it madam, if your scared of it, imagine how someone else might feel, before we knew this was in the hands of an 8 year old we were going to tear gas your daughters pretty little maisonette.”

I think I made my point.

Mixed Messages

It seems that the Ministry of Justice and Commisioner of the MET, don't talk to each other.
Whilst the MOJ, are releasing convicted criminals, in order to free up some space, Sir Ian BLAIR is calling for tougher sentences!

The thing that makes me laugh, is that Blair thinks PCSO's will be able to prevent witness intimidation! How exactly? It's not their fault, but with no real powers, what's the difference between a PCSO and a Court Usher, trying to keep order in court?

It seems to me that this government is like a pissed up chav on a Saturday night. It's stumbling along, in several directions at once. It has no real idea where its going or how its going to get there, but it sure as hell, thinks it knows best!

Intermittent Intermissions

Apologies for the lack of postings recently, normal service should resume in a few weeks or so. Things have been hectic recently with courses, wedding, holidays on the horizon and little time for myself.

Again if there are any CSI/SOCOs out there who would like to contribute a story, rant or flight of whimsy then please email me and I'll post them up.

So give me a few weeks and I'll get around to updating this blog.

Mock the Weak

This was troll boys latest email to me…. (one of simply hundreds that usually don’t see print) but need I say more….?  comments on this troll are welcome….

People who have their own blogs are just train spotters at heart. Control freaks, a bit anal – and no real authority and feel undervalued out there in the real world.

Don’t you think?

Bit of a let down for you though eh?, that apart from a couple of your buddies with blogs of their own – comments such as this one are the only attention or activity that gets sent our way.

Not quite the open forum of hot debate and mass camaraderie for people on the job that you envisaged at the start.

Is it?

Book deal not come through yet either?

.. just a parting point for you to consider: The other week, over on “nightjacks” blog, a lot of posts appeared with your silly “nom de plume” on them . They described this up and coming relaunched site and told everyone that hey had to register in order to contribute.

Eventually “You ” had quite a dialogue going with a couple of people and “your” side of the conversations were pompous, obnoxious , acerbic, short-tempered, posturing and pretentious and ridiculously belligerent ….

… and not one damned person- including nightjack himself – thought they were talking to anyone other than the real TUPC

Kind of tells you something?

Do you think anyone really believed you when you tried to say that they were written by another?

Old Boys’ Network

A long time ago when you were young and I was even younger a woman was sectioned because of Social Services. I do not know what was wrong with her or what she did. After due course the section was removed and the woman was allowed to live again as a "normal" person.

She never knew why she was sectioned and it was never explained to her by the health services or social services and quite rightly she wanted to know. She asked her doctors and social services but nobody would tell her. All she did know that it was Social Services that had instigated her sectioning in the first place.

When she received no answers to her questions she started to write to senior council managers but got know reply. She wrote repeatedly sending the letters recorded delivery to ensure that they go there. She would record all phone calls she had with the council staff. The years passed by and still she did not get the answers she was looking for. Her files of letters and taped phone transcripts were now running into volumes.

In the end she decided to write to the top bod at the council, the Chief Exec. She thought that this would be the only way she could find out why she had been sectioned all those years ago. The Chief Exec did not answer her letters so she persisted. None of the letters were threatening , insulting or distressing in any way they were just persistent. In the end after still getting no response after many months of writing letters and making phone calls to the Chief Exec the lady now very old and frail put together a dossier of all her correspondence and evidence and turned up on the front doorstep of the Council Leader’s house. She thought this would be the only way to get the answers she wanted and make the council take notice of her after all this time.

She knocked on the door and the door was answered by the Council Leader’s daughter. The old lady asked if the girls Father was at home and when the reply was yes she handed the dossier to the girl and asked her to pass it on to her father. The old lady then left. Again no threats were made, no abuse was shouted. Just the paperwork was handed over and the old lady left.

Obviously the Council Leader was quite freaked out by this as his address should not be public knowledge but it is not difficult to find out where somebody lives if you really want to know. There are plenty of public records out there to be looked through if you know where to look. Does everybody remember www.b4usearch.com?

The Council Leader decided to report this to the police now as harassment. It was passed on to a response officer to deal with as this type of thing usually is and the response officer issued a First Harassment Warning even though technically this was crimed as a 2+ Harassment and the offence was complete according to NCRS. The warning seem the common sense approach to take as per Sir Ronnie’s request as this was the first report that had been made to the police about the matter. The crime was then closed. Or so the response officer thought…

After the old lady was given the warning she continued to write to the Council Leader, not to his home address but through the correct channels at the Town Hall. What a mistaka to maka.

The Council Leader being a pillar of society and well respected in the fair county plays golf every 2nd Tuesday of the month with the Chief Constable. Whilst on the 7th fairway he asks the Chief if there is anything that can be done about this crazy old bat who refuses to stop writing to him. The simple answer the Chief could have given would have been to write back and answer her questions or at least acknowledge her to say the matter would be looked into. But no, the Chief says to leave it with him and he will see shat he can sort out.

Over the next few days the order filters down the ranks to the Station Inspector that this old lady has got to be arrested for harassment having continued to write after being given the harassment warning. The order lands firmly in the lap of the original response officer who gave the warning as it is his job. The officer’s sergeant is very supportive of his staff and agrees to help him with it so early one morning they attend the home address of the old lady to bring her in.

When she realises what is happening she refuses to open the door. Not wanting to look stupid as this is a very old lady the officers discreetly ask for backup and the front door is put in. The old lady is waiting for them with a knife inside the address. She obviously has no intention of using it and she is quickly disarmed by the officers and has to be literally dragged from the address. Her neighbours see this and cannot believe that the police are treating an elderly lady in this way.

The lady is then taken to the police station. The officers return to her house and conduct a Section 18 search and recover boxes full of paperwork relating to the lady’s quest for answers. Someone senior finally realises that there is too much for a lone response officer to deal with due to the mountain of evidence that has just been uncovered during the search so a DS and a couple of D’s are brought on board. After all the so called victim of this is a personal friend of the Chief.

A quick flick through some of the paperwork shows that none of it is of a threatening or abusive nature so early advice is sought from the CPS. The CPS advice is very clear. At the current time there are NO OFFENCES. Their clear instructions were to not interview the old lady at the current time and to bail her immediately. All of the documentation was then to be passed to the CPS so that it could be reviewed to see if any of it amounted to a personal harassment of the Council Leader.

As things stood at the minute, although being over persistent, all the old lady had done was to write legitimate complaint letters and request information that she was legally entitled to request. It is not possible to harass a company or organisation and a person is perfectly entitled to address their correspondence to a named person within that said organisation.

This was fed back up the ranks to the Station Inspector who called the area Super Nintendo on his radio and told him what the CPS had said. Not wanting to look stupid in front of the Chief the message came back that under no circumstances was this lady to be released that night. She would either have to be charged and remanded or sectioned again!! but she was not to be bailed.

Around about this point the custody sergeant suddenly felt ill and went home sick. He must have come down with a 24 hour bug or maybe he just didn’t want to illegally detain an elderly lady (who under normal circumstances would never have been accepted into custody in the first place) for fear of getting on the wrong side of the Chief. So a replacement custody sergeant was found.

Despite what the CPS ha said, the old lady was interviewed by the D’s but then had to be bailed later that night. I await to see if there were actually any offences.

Spin

We've known for years about Government Spin Doctors, but it now seems that Police Leaders have caught the bug.
I know in my force, the attitude is "How does it look?" instead of "Is it any good?"
We have even been told by ACPO to go out and tell the public everything is great. The trouble is, most of us aren't politicians and couldn't care less about positive spin.
I was proud to be a Police Officer but I'm not so sure nowadays. No amount of spin is going to convince the public, that crime is down and they live in safe communities. I'm certainly not going to ignore the fact that we generally provide a poor service to the most deserved. I will continue to do my best and apologise for poor management.

Lost Prohpets

I’ve never been a proper fan of the Federation if I’m honest…. I think the politest thing I’ve referred to them as over the years is the Toothless Tiger.

However in fairness, I do believe despite their impotence, they do try their best to get their, (ahem, our) point across. I’ve had good and bad experiences at local level from representation but fortunately never had to deal with anyone further up the Fed Ladder.

Something I’m actually glad about. I’m still not a fan. Something major would need to change for that to change.

That said..

Jan Berry retires this month. So “bye bye, good luck and happy retirement.”

Now we watch the rise and rise of the self servers who wish to fill her shoes!
